The Realistic 21-400 is an older "Voice Operated Two-Way Communication System", which consists of two radios with voice-activated headsets. The headsets connect to each radio by a wire; the radios can be held or clipped to a pocket.
The small, rectangular, mostly black "Voice-Actuated Transceiver" radios operate on 49 MHz FM. The headsets make it possible to use them hands-free, if desired. An "Owner's Manual" was included with the Realistic 21-400 set.
This discontinued product was probably sold at Radio Shack stores. Both Radio Shack and Realistic were formerly divisions of the Tandy Corporation, along with Archer and Optimus.
