Although the availability of low cost Internet service providers (ISP) will depend upon your specific location, here are a couple of general tips that anyone can use...
A. Unless you spend several hours per day on the 'net, look for an ISP with a maximum number of hours per month. These usually cost somewhat less than providers with unlimited service. Perhaps you can cut down on the number of hours you spend online by using the radio or local library for some of the purposes you normally utilize the Internet for.
B. Consider switching to one of the low cost dial-up Internet service providers. It won't be as fast as cable or DSL, but you will save money and get better security. It's also acceptably fast if you use the Opera web browser and visit efficient websites like LessWaiting.com and CraigsList whenever possible. Don't pay more than $12 dollars/month.
